$ sudo apt-get update
$ sudo apt-get install dcap-dbg 

dcap-dbg is installed in your system.

Make ensure the dcap-dbg package were installed using the commands given below,

$ sudo dpkg-query -l | grep dcap-dbg *

You will get with dcap-dbg package name, version, architecture and description in a table

dcap-dbg package basic information:
